For SMEs small market share poor risk resistance, it is difficult problem to deal outbreak, lack crisis awareness contingency plans most makes survival deepen greatly, so necessary explore how can outbreak. Since there are different unevenly distributed resources emergency logistics response emergencies particularly important.
